Solar Power for Agriculture
The Government of Maharashtra introduced the Mukhyamantri Saur Krushi Vahini Yojana (MSKVY) in June 2017. Under this scheme, decentralized solar projects with capacities ranging from 2 MW to 10 MW were to be installed within a 5 km radius of agriculture-dominated substations.
Recognizing the immense benefits of AG feeder solarization, the government later launched MSKVY 2.0 (Mission 2025), with a target of achieving 30% feeder solarization by 2025. The goal is to implement 7,000 MW of decentralized solar projects in fast-track mode, with capacities ranging from 0.5 MW to 25 MW, located within a 5–10 km radius of distribution substations with high agricultural loads, ensuring daytime power supply to farmers.
Objectives of MSKVY 2.0
The PM-KUSUM scheme allows inter-se transfer of capacities between Components B and C. By March 2026, these components together aim to add 34,800 MW of solar capacity, with a total central financial support of ₹34,422 crore.
Component A
Setting up 10,000 MW of decentralized, ground-mounted or stilt-mounted, grid-connected solar/renewable energy power plants on farmers' land.
Component B
Installation of 14 lakh stand-alone solar agriculture pumps.
Component C
Solarization of 35 lakh grid-connected agriculture pumps, including feeder-level solarization.
Incentives Outlined in the Scheme
Individual Pump Solarisation (IPS)
- Farmers with grid-connected pumps can solarize them under this component.
- Solar PV capacity of up to 2x the pump capacity(in kW) is permitted.
- Farmers use the generated solar power for irrigation and can sell excess powerto DISCOMs.
- Financial Assistance (CFA):
- 30% CFA(benchmark or tender cost, whichever is lower).
- 30% state subsidy(minimum).
- Remaining 40%to be borne by the farmer (bank loans available; only 10% upfront needed).
- Special States(NE, J&K, HP, Uttarakhand, Lakshadweep, A&N):
- 50% CFA, 30% state subsidy, 20% farmer contribution.
Implementation Agency Appointed
MSAPL is the nodal agency for project bidding and awards.
Land Identified Strategically
Revenue land has been identified for solar feeder projects by MSAPL and MSEDCL.
Early Commissioning Incentive
A financial incentive of ₹0.25/kWh for 3 years for early COD-compliant projects.
Capital Subsidy Under PM-KUSUM
MSKVY 2.0 is aligned with PM-KUSUM, allowing developers to avail 30% capital subsidy (capped at ₹1.05 Cr./MW).
